Update Fri 12/10/2020 08:00, Octotel has confirmed that the below issue has been resolved.
A rogue dhcp client from Cool Ideas in Blouberg caused an outage. This connection was established previously to be a possible backup WAN connection from another FNO/ISP. The client was previously advised not to do this connection but implement a proper failover. This is bypassing our DHCP snooping and filtering. We have logged a ticket with Vendor to prevent this kind of behavior. Further changes to strengthen security will be implemented once satisfied.

Fibre Networks affected: Octotel
Suspect Impact: Customers on the above Fibre lines in the above areas will experience no connectivity.

Cool Ideas and Octotel network engineers are currently investigating.

There is currently no ETR.
