Google has confirmed that they've received several reports of YouTube and other Google Services being slow/intermittent in South Africa.

Impact: YouTube video loading times are slow, among other issues on Google Services
Affected Customer/s: All customers across all ISPs in South Africa

Google confirmed that their internal teams are investigating. There is no ETR at the moment.
